<h2>Canada Provides a Balance of Study, Work, and Family</h2>
<p>Working while studying is part of many students’ realities. We get it: <a href="https://www.applyboard.com/applyinsights-article/student-pulse-survey-spring-25#:~:text=Affordability%20is%20Central%20to%20Many%20Future%20Students%E2%80%99%20Plans" target="_blank" rel="noopener">over half of our most recent survey respondents</a> said that they’ll need to work while studying abroad. The good news is that Canada has flexible work-while-studying policies.</p>
<p>Since November 2024, international students have been able to <a href="https://www.applyboard.com/blog/canadian-policy-updates-2024-faqs#:~:text=Starting%20in%20September%202024%2C%20eligible%20international%20students%20will%20be%20able%20to%20work%20up%20to%2024%20hours%20per%20week%20off%2Dcampus." target="_blank" rel="noopener">work off-campus for up to 24 hours per week in Canada</a>. That allowance ties with Australia for the most generous work-while-studying timing among the ‘Big Four’ English-language destinations (Australia, Canada, the United Kingdom, and the United States). Plus, international students don’t have to wait a minimum amount of time before applying for work, and they may work on- or off-campus while following the conditions of their Canadian student visa.</p>

<p>Canada also continues to welcome students’ families. <strong>International students at all levels can apply to bring dependents (partners and unmarried minor children) with them to Canada</strong>. <h2>Canadian Post-Study Opportunities are Unparalleled</h2>
<p>Canada’s <a href="https://www.canada.ca/en/immigration-refugees-citizenship/services/study-canada/work/after-graduation/about.html" target="_blank" rel="noopener">Post-Graduation Work Permit (PGWP) program</a> is<strong> one of the most attainable after-graduation work opportunities for international students</strong>. Students who graduate from <a href="https://www.applyboard.com/applyinsights-article/comparing-international-education-policy#:~:text=Let%E2%80%99s%20take%20a%20closer%20look%20at%20these%20four%20markets%20below." target="_blank" rel="noopener">eligible programs that are as short as eight months long</a> may qualify. Additionally, PGWP doesn’t have an age cap, so post-secondary graduates at any stage in life can benefit from gaining Canadian work experience.</p>
<p>One of PGWP’s strengths is its flexibility. Participants <a href="https://www.ircc.canada.ca/english/helpcentre/answer.asp?qnum=512&amp;top=15" target="_blank" rel="noopener">can work anywhere in Canada, and may change employers at any time</a>. Not every job works out, and the PGWP program lets grads find a company that suits them better, or a role which is a better use of their skills.</p>
<p>Another advantage of PGWP is its duration: graduates from postgraduate programs and select undergraduate programs may be <a href="https://www.canada.ca/en/immigration-refugees-citizenship/services/study-canada/work/after-graduation/about.html#gc-document-nav" target="_blank" rel="noopener">eligible for PGWPs of up to three years</a>. This may be the case even if their study program was only two years long (or, with accelerated master’s programs, sometimes even shorter).</p>
<p>Before starting your journey to Canada, ensure you’re up-to-date on Canada’s PGWP requirements. Since November 2024, <a href="https://www.applyboard.com/blog/college-pgwp-updates-2025" target="_blank" rel="noopener">PGWP entrance criteria (study program eligibility and language proficiency) have changed</a>. For example, non-degree college graduates need to have studied in a field that aligns with Canada’s labour market needs to be PGWP-eligible.</p>

<h2>10. Funds for Living Expenses</h2>
<p>Having accommodations secured before you land in Canada is <em>essential</em>. For one thing, you don’t want to be scrambling to find a place to live after your classes start. More importantly, border officers will ask you about where you&#8217;ll be living, and can turn you away if you don’t have housing arranged. So, it’s important you have your full accommodation information ready, including the address, when entering Canada.</p>
<p>You’ll also need to prove you can support yourself financially while you study. As of January 1, 2024, all international students living in Canada <a href="https://www.applyboard.com/blog/financial-requirement-and-work-rights" target="_blank" rel="noopener">must prove they have access to a minimum amount of <strong>C$20,635</strong></a> for their living expenses. This is in addition to being able to pay for your tuition fees.</p>
<blockquote><p>The minimum financial requirement amount is set in line with the cost of living, and is updated regularly by the Government of Canada. It’s <a href="https://www.canada.ca/en/immigration-refugees-citizenship/services/study-canada/study-permit/get-documents/financial-support.html" target="_blank" rel="noopener">scheduled to increase to C$22,895</a> on September 1, 2025.</p></blockquote>

<h2>9. Funds for Tuition</h2>
<p>As mentioned above, you’ll need to prove to the Canadian government that you can pay the tuition fees for your study program. At the post-secondary level, <a href="https://univcan.ca/about-universities-canada/facts-and-stats/tuition-fees-by-university/" target="_blank" rel="noopener">international student tuition</a> at the undergrad level can cost from <strong>C$15,000 to over C$60,000 a year</strong>.</p>
<p>If you’d like to pay for your tuition from outside of Canada, bank drafts or money orders (in Canadian dollars) are accepted by most universities and colleges.</p>

<h2>8. Winter Clothes</h2>
<p>You’ve likely heard that Canada gets really cold in the winters! In Toronto, which is actually one of Canada’s warmer cities in the winter, the average temperature in January is about -5.5°C (22°F). It’s not uncommon to see the temperature drop to -20°C or even colder.</p>
<p><strong>A winter coat, warm boots, winter hats like a tuque, and insulated gloves</strong> are important, as they can help you stay warm in the cooler months. However, if buying winter clothes is trickier in your home country, you can wait to buy these things until you&#8217;re in Canada.</p>
<p>If you live in southern British Columbia, you might not need to buy as many winter clothes, as this region doesn’t get as cold as the rest of Canada. However, if you’re studying anywhere else, you’ll need to bundle up!</p>

<h2>7. Canadian Bank Account</h2>
<p>One of the first things you should do after you arrive in Canada is open a Canadian bank account. Doing so will help you manage your money, and make it easier to collect income if you end up working in Canada while you&#8217;re studying. Opening an account may seem overwhelming at first, but it’s fairly easy to do.</p>
<p>We recommend looking for student banking plans, and ideally opening a <strong>no-fee chequing account</strong>. You may also want to find a bank that offers services in your first language if you’re still learning English or French.</p>

<h2>6. Tech and Gadgets</h2>

<p>The <strong>most important</strong> piece of technology you’ll want to own while studying in Canada is a smartphone. Whether you bring a phone from home or purchase one once you arrive, you’ll need to get a phone plan from a Canadian phone company during your stay. Canadians pay some of the highest mobile fees in the world, but there are many great deals available to students, especially in the fall as classes start. We recommend shopping around to find one that fits your budget. <strong>Laptops</strong> can be a great investment, and are helpful for writing papers or assignments and taking notes.</p>
<p>If you’re bringing any electronics from home, make sure they&#8217;re compatible with Canadian outlets (Types A and B) and voltage (120 V). If not, you’ll also need adapters so you can use your electronics safely.</p>

<h2>5. Emergency Contact List</h2>
<p>Studying abroad will be the first time many international students live away from home. For this reason, we&#8217;ve included emergency contacts in our study abroad checklist. It&#8217;s a good idea to share your list of emergency contacts with a trusted friend, and your roommates, if you have them. This list should include your parents or guardians, and any responsible siblings. It can also include a people you know and trust who live locally and can help out if you have an emergency.</p>
<p>Make sure you have both <strong>physical and digital copies</strong> (email the list to yourself) to avoid losing it.</p>

<h2>4. Government ID</h2>

<p>Next on our study abroad checklist is government ID. Your passport isn’t the only proof of identity you’ll need as an international student. While your passport will let you travel internationally, it’s a good idea to <strong>include</strong><strong> every piece of official ID you can</strong>, like a driver’s license and birth certificate, in your packing list for Canada.</p>
<p>Make copies of all of these documents before you leave your home country, and leave them with your parents or guardians or in another secure location.</p>
<p>Also, you’ll want to ensure your passport is valid for <strong>at least six months</strong> <strong>past your date of arrival</strong>. In fact, it&#8217;s ideal if your passport is valid for the full duration of your study period.</p>

<h2>3. Insurance</h2>
<p>All international students in Canada <strong>must have Canadian health insurance</strong>. Health insurance could save your finances (and your life) in the event of a medical emergency.</p>
<p>In some provinces and territories, <a href="https://www.applyboard.com/blog/health-travel-insurance-canada" target="_blank" rel="noopener">international students may be eligible for provincial health care programs, where in others, you&#8217;ll need to buy private insurance.</a> So, check with your institution to find out what&#8217;s required.</p>

<h2>2. Medical Records and Prescriptions</h2>
<p>Before you get insurance, make sure your medical records and prescriptions are in order. Your college or university will outline which documents you’ll need to bring, which may include your <strong>medical, dental, or vaccination records</strong>.</p>
<p>Depending on where you’re moving from, you may need to <strong>pass a medical exam</strong> before you&#8217;re allowed to enter Canada. Making sure your vaccinations are up-to-date (by Canadian standards) is also essential.</p>
<p>If you have any prescriptions, ensure you have enough to cover you when you first arrive in Canada. There is a chance your exact medication won’t be available in Canada, so check with your doctor or specialist about generic or alternate options. Always research in advance to see what your options are, but in many cases, it should be quick and easy to renew your prescriptions.</p>

<h2>1. Letter of Acceptance and Provincial or Territorial Attestation Letter</h2>
<p>The final items on our study abroad checklist are your letter of acceptance (LOA) and provincial or territorial attestation letter (PAL/TAL). Your letter of acceptance is more than just your confirmation of enrolment at a Canadian school; it&#8217;s <strong>required</strong> to get your study permit.</p>
<p>As of 2024, most international students must also include a <a href="https://www.canada.ca/en/immigration-refugees-citizenship/services/study-canada/study-permit/get-documents/provincial-attestation-letter.html" target="_blank" rel="noopener">Provincial Attestation Letter (PAL) or Territorial Attestation Letter (TAL)</a> with their study permit application. The PAL or TAL certifies that you&#8217;ve been assigned one of the available spaces to study in that province or territory.</p>
<p>To attain your study permit, you’ll need to present your original acceptance letter and PAL or TAL (unless you&#8217;re PAL-exempt) with your application, and again as you first enter Canada. In other words, you&#8217;ll need <strong>a printed copy of your original acceptance letter and your PAL or TAL when you arrive in Canada</strong>. Don’t forget them!</p>

<h2>Canada Student Visas Now Require an Attestation Letter</h2>
<p>For prospective international students, this Canada student visa news may be the most immediately important. <b>As of January 22, 2024, affected students must </b><a href="https://www.canada.ca/en/immigration-refugees-citizenship/services/study-canada/study-permit.html" target="_blank" rel="noopener"><b>provide a provincial attestation letter</b></a><b> as part of their study permit application. </b>Applications missing an attestation letter will be returned to the applicant.</p>
<p>Students heading to <strong>Quebec</strong> may use their Certificat d’Acceptation du Québec/Québec Acceptance Certificate (CAQ) as a PAL, as long as it includes the following sentence: “This attestation letter confirms that the applicant has a place in Quebec’s share of the distribution of study permit applications or is exempt from it.”</p>
<p><b>All 10 provinces</b> <a href="https://www.canada.ca/en/immigration-refugees-citizenship/services/study-canada/study-permit/get-documents.html#attestation" target="_blank" rel="noopener">are actively issuing PALs as of March 2024</a>. Most provinces are issuing PALs directly to universities and colleges; the institutions will then pass PALs on to students at their discretion.</p>

<p>As <a href="https://www.canada.ca/en/immigration-refugees-citizenship/news/2024/01/canada-to-stabilize-growth-and-decrease-number-of-new-international-student-permits-issued-to-approximately-360000-for-2024.html#:~:text=In%C2%A0the%20spirit%20of%20fairness%2C%20individual%20provincial%20and%20territorial%20caps%20have%20been%20established%2C%20weighted%20by%20population%2C%20which%20will%20result%20in%20much%20more%20significant%20decreases%20in%20provinces%20where%20the%20international%20student%20population%20has%20seen%20the%20most%20unsustainable%20growth." target="_blank" rel="noopener">per the IRCC press release</a>: &#8220;In the spirit of fairness, individual provincial and territorial caps have been established, weighted by population, which will result in much more significant decreases in provinces where the international student population has seen the most unsustainable growth.&#8221;</p>

<p>Starting <strong>May 15, 2024,</strong> international students who begin a study program that is part of a curriculum licensing arrangement (public-private partnership) will <strong>no longer be eligible</strong> for a post-graduation work permit (PGWP) upon graduation. As part of these curriculum licensing arrangements, private colleges are engaged and licensed to teach the curriculum of an associated public institution.</p>
<p><strong>Note:</strong> Although this change was originally announced as coming into effect on September 1, 2024, IRCC <a href="https://www.canada.ca/en/immigration-refugees-citizenship/news/notices/update-public-private-college-partnership-programs.html" target="_blank" rel="noopener">has since moved that effective date up to May 15.</a></p>
<p>Students who hope to work in Canada after graduating should pay close attention to these new PGWP qualification rules.</p>
<p>However, there is good news for certain students too: <b>graduates of short master’s programs are <a href="https://www.canada.ca/en/immigration-refugees-citizenship/services/study-canada/work/after-graduation/about.html" target="_blank" rel="noopener">now eligible to apply for a 3-year work permit.</a> </b>This change ensures that graduate students applying for PGWPs are not penalized by a short program length.</p>

<h2>Spousal and Partner Work Permits Are Now Limited</h2>
<p><strong>Update (March 2024):</strong> As of March 19, 2024, <a href="https://www.canada.ca/en/immigration-refugees-citizenship/services/study-canada/work/help-your-spouse-common-law-partner-work-canada.html" target="_blank" rel="noopener">new work permit rules have now come into effect.</a></p>
<p>Now, spouses and common-law partners of students with valid study permits <strong>may only get an open work permit</strong> if the student is enrolled in certain programs. Eligible programs include either a <strong>master’s or doctoral degree program</strong> at a university or polytechnic institution, or <strong>one of these professional degree programs</strong> at a university:</p>

<li>Doctor of Dental Surgery (DDS, DMD)</li>
<li>Bachelor of Law or Juris Doctor (LLB, JD, BCL)</li>
<li>Doctor of Medicine (MD)</li>
<li>Doctor of Optometry (OD)</li>
<li>Pharmacy (PharmD, BS, BSc, BPharm)</li>
<li>Doctor of Veterinary Medicine (DVM)</li>
<li>Bachelor of Science in Nursing (BScN, BSN, BNSc)</li>
<li>Bachelor of Education (B. Ed.)</li>
<li>Bachelor of Engineering (B. Eng., BE, BASc)</li>
</ul>
<p>Undergraduate and college students who are planning to bring their spouse or common-law partner to Canada should be aware of this change, as their partners will no longer be eligible to work if the student is not studying in one of the above-listed programs.</p>

<p><span style="font-weight: 400;">On December 7, 2023, Minister Marc Miller of Immigration, Refugees and Citizenship Canada (IRCC) </span><a href="https://www.canada.ca/en/immigration-refugees-citizenship/news/2023/12/revised-requirements-to-better-protect-international-students.html" target="_blank" rel="noopener"><span style="font-weight: 400;">announced several important updates</span></a><span style="font-weight: 400;"> affecting international students coming to (or already studying in) Canada. These policies will help protect international students against an increased cost of living and recent housing challenges. </span></p>
<p><span style="font-weight: 400;">As of January 1, 2024, the </span><b>minimum financial requirement</b><span style="font-weight: 400;"> that students must show as part of their study permit application will rise from C$10,000 (where it has sat for nearly two decades) to </span><b>C$20,635</b><span style="font-weight: 400;"> to reflect the rising cost of living.</span></p>
<p><span style="font-weight: 400;">In addition, the current </span><b>waiver on working hour limits</b><span style="font-weight: 400;"> for international students, which was set to expire as of December 31, has now been </span><b>extended to April 30, 2024</b><span style="font-weight: 400;">. This enables students to continue working off campus for more than 20 hours per week during the winter semester. Minister Miller also provided updates on some temporary measures related to post-graduation work permits, which are detailed below. </span></p>

<h2><span style="font-weight: 400;">Higher Cost-of-Living Financial Minimum for Students</span></h2>
<p><span style="font-weight: 400;">Perhaps the biggest news in this package of announcements involves Canada’s revised expectations for </span><a href="https://www.applyboard.com/blog/proof-of-financial-support" target="_blank" rel="noopener"><span style="font-weight: 400;">proof of financial support</span></a><span style="font-weight: 400;"> as required on a student’s study permit application. </span></p>
<p><span style="font-weight: 400;">When international students apply for their Canadian study permit (often referred to as a student visa), they’re required to show their access to a set amount of savings, thus proving they’re financially prepared to live and study in Canada. For the past several years, this amount was set at C$10,000 (plus travel costs and the cost of tuition for one year) for a single applicant. However, rising costs of living have made this an unrealistically low number for students to plan around. </span></p>
<p><span style="font-weight: 400;">From now on, IRCC will raise this financial requirement on an annual basis, based on the latest low-income cut-off as reported by Statistics Canada. In 2024, a single applicant will be required to show they have access to </span><b>C$20,635</b><span style="font-weight: 400;">, </span><b>as well as enough funds to cover their travel expenses </b><b><i>and</i></b><b> the cost of their first full year of tuition</b><span style="font-weight: 400;">. </span></p>
<p><span style="font-weight: 400;">This new minimum amount will come into effect for all new study permit applications as of January 1, 2024. This change also applied to those applying through Canada’s </span><a href="https://www.canada.ca/en/immigration-refugees-citizenship/services/study-canada/study-permit/student-direct-stream.html" target="_blank" rel="noopener"><span style="font-weight: 400;">Student Direct Stream</span></a><span style="font-weight: 400;"> before November 8, 2024, which</span><span style="font-weight: 400;"> requires students to show their proof of financial support through a </span><a href="https://www.applyboard.com/our-solutions/rbc-student-gic-program" target="_blank" rel="noopener"><span style="font-weight: 400;">Guaranteed Investment Certificate</span></a><span style="font-weight: 400;"> (GIC). GIC amounts will now need to be at least C$20,635 instead of the previous C$10,000 minimum. </span></p>

<h2><span style="font-weight: 400;">Working Hours Limit Waiver Extended to April</span></h2>
<p><span style="font-weight: 400;">Although Minister Miller’s announcement was primarily focused on the higher financial requirement, he also provided some timely updates on a few other temporary student-facing measures. </span></p>
<p><a href="https://www.applyboard.com/blog/hours-per-week-students-canada" target="_blank" rel="noopener"><span style="font-weight: 400;">Back in the fall of 2022</span></a><span style="font-weight: 400;">, IRCC announced that as of November 15, 2022, and continuing throughout 2023, international students with off-campus work authorization on their study permit would be able to work off-campus for more than the standard 20 hours per week during their studies. </span></p>
<p><span style="font-weight: 400;">This temporary waiver was expected to expire on December 31, 2023, </span><b>but is now being extended until April 30, 2024. </b><span style="font-weight: 400;">This extension applies to international students already in Canada, as well as incoming applicants who have submitted their study permit application as of December 7, 2023.</span></p>
<p><span style="font-weight: 400;">This work-hours waiver has benefitted international students in many ways. They now have greater flexibility to choose their working hours, can graduate with more work experience, and can earn more income to support their studies. </span></p>
<p><span style="font-weight: 400;">Although the extension only lasts until the end of April, notably, </span><b>Minister Miller did not close the door on permanently raising the working hours limit to 30 hours per week</b><span style="font-weight: 400;">. As </span><a href="https://www.canada.ca/en/immigration-refugees-citizenship/news/2023/12/revised-requirements-to-better-protect-international-students.html" target="_blank" rel="noopener"><span style="font-weight: 400;">the official news release</span></a><span style="font-weight: 400;"> states: </span></p>
<p><span style="font-weight: 400;">“We continue to examine options for this policy in the future, such as expanding off-campus work hours for international students to 30 hours per week while class is in session.”</span></p>

<h2><span style="font-weight: 400;">A Few Post-Graduation Work Permit Updates </span></h2>
<p><span style="font-weight: 400;">Over the past few years, due to the significant changes and restrictions in mobility caused by the global COVID-19 pandemic, the Canadian government made temporary changes to its popular </span><a href="https://www.canada.ca/en/immigration-refugees-citizenship/corporate/publications-manuals/operational-bulletins-manuals/temporary-residents/study-permits/post-graduation-work-permit-program.html" target="_blank" rel="noopener"><span style="font-weight: 400;">Post-Graduation Work Permit (PGWP) Program</span></a><span style="font-weight: 400;">. </span></p>
<p><span style="font-weight: 400;">One of these measures allowed international students to study remotely online instead of in Canada, </span><a href="https://www.applyboard.com/blog/students-complete-program-entirely-online-pgwp" target="_blank" rel="noopener"><span style="font-weight: 400;">while still counting that study time toward a future PGWP</span></a><span style="font-weight: 400;"> (up to a maximum of 50% of the program of study). Today, IRCC announced this measure remains in effect for any students who begin a Canadian study program </span><b>before September 1, 2024</b><span style="font-weight: 400;">—the final cut-off date for students to benefit from this unique rule.  </span></p>
<p><span style="font-weight: 400;">Also due to the pandemic, </span><a href="https://www.applyboard.com/blog/18-months-pgwp" target="_blank" rel="noopener"><span style="font-weight: 400;">Canada previously announced extensions for qualifying PGWP holders</span></a><span style="font-weight: 400;"> who were unable to take full advantage of their PGWP after graduating. An additional work permit enabled these PGWP holders to gain work experience in Canada. Today, Minister Miller confirmed that those with PGWPs expiring before the end of 2023 are still eligible for the extension, but that this policy </span><b>will not be extended any further</b><span style="font-weight: 400;">. </span></p>

If so, you&#8217;ll need to apply for your study permit, also known as a <strong>student visa</strong>. A Canadian student visa allows someone to enter Canada as a student. Your study permit itself will be issued on arrival, allowing you to study full-time at a designated learning institution (or DLI) in Canada. To be eligible, you must be enrolled in a study program listed on the Canadian government’s <a href="https://www.canada.ca/en/immigration-refugees-citizenship/services/study-canada/study-permit/prepare/designated-learning-institutions-list.html" target="_blank" rel="noopener">Designated Learning Institution</a> (DLI) list. You must apply for a student visa <em>before</em> travelling to Canada, and you must have all the essential documents gathered (and translated, if needed!), like a Statement of Purpose and proof of funds, before applying.</p>
<p>Below, we&#8217;ll break down study permit application requirements and go over what Canadian border services officers (who issue your student visa) check for. Depending on where you travel from, your requirements may vary. Also, study permit guidelines and requirements are subject to change.</p>
<blockquote><p>Stay up to date by checking the <strong><a href="https://www.canada.ca/en/immigration-refugees-citizenship/services/study-canada.html" target="_blank" rel="noopener">Government of Canada&#8217;s international student resources</a></strong>. The Government of Canada&#8217;s website is the official source of information for students who want to study in Canada.</p></blockquote>
<p><strong>Note:</strong> In addition to your study permit, you must also obtain a <a href="https://www.applyboard.com/ca/2018/08/22/temporary-vs-permanent-visa-canada/" target="_blank" rel="noopener">temporary resident visa</a> or electronic travel authorization (eTA). Thankfully, this is incorporated into the application process, so you&#8217;ll most likely receive one automatically just by applying for your study permit.</p>

<h2>Letter of Acceptance (LOA) and Provincial or Territorial Attestation Letter</h2>
<p>If you still have to choose your program and institution, it’s time to do that. Once you have selected your program, your college or university will send you an <a href="https://www.applyboard.com/blog/understanding-your-offer" target="_blank" rel="noopener">official letter of acceptance (LOA)</a> if you&#8217;re accepted into the program. You must include the original LOA with your student visa application.</p>
<p>Students who will study in Québec must also apply for a Certificat d’acceptation du Québec (Certificate of Acceptance to Québec, or CAQ). Most temporary foreign workers and students who intend to live in Québec require a CAQ.</p>
<p>Starting in 2024, most international students must also include a <a href="https://www.canada.ca/en/immigration-refugees-citizenship/services/study-canada/study-permit/get-documents/provincial-attestation-letter.html" target="_blank" rel="noopener">Provincial Attestation Letter (PAL) or Territorial Attestation Letter (TAL)</a> with their study permit application. It certifies that the student has been assigned one of the available spaces to study in that province or territory.</p>

<h2>Proof of Identity for Canada Student Visa</h2>
<p>You must submit a valid passport or travel document, as well as two recent passport-size photos. Please include your name and date of birth on the back of both photos. Also, you should have a minimum of one blank page in your passport for your student visa to go on.</p>
<p>If you have <a href="https://www.applyboard.com/ca/2018/07/23/student-dependents-canada/" target="_blank" rel="noopener">family members</a> travelling to Canada with you, each member is also required to submit their own application. If possible, we recommend applying for your visas together, to prevent delays. Adults and children may have different requirements. You may need to share certain details or supporting documents within this step, such as your past education credentials, work experience, career plans and progression, and a language proficiency test. Commonly accepted language proficiency tests include IELTS, TOEFL, and PTE.</p>

<p>You must have the financial capacity to support yourself, and your family members if applicable. This may also be referred to as proof of funds for Canada student visa, or proof of financial support. <p>You can prove you have the financial capacity to afford your international studies in Canada with:</p>
<ul>
<li>A letter of support from your parents, other family members, or your school</li>
<li>Current bank statements (requirements vary, but from within the last six months are best)</li>
<li>Balance certificates</li>
<li>Proof of a Canadian bank account in your name</li>
<li>Documentation of a student loan and/or scholarships</li>
<li>Proof of tuition and housing payments</li>
<li>Sources of income of your financial sponsor, if applicable.</li>
</ul>
<p>Note that the <a href="https://www.canada.ca/en/immigration-refugees-citizenship/services/study-canada/study-permit/get-documents/financial-support.html" target="_blank" rel="noopener">minimum financial requirement to study in Canada</a> increased in September 2025<strong>.</strong> <strong>You&#8217;ll need to show you have access to at least C$22,895</strong>, in addition to your travel costs and first year of tuition, in order to receive your study permit.</p>

This letter must help the person reading your application understand why you&#8217;re coming to Canada. <p>It’s important to acknowledge the responsibilities of an international student as well. <h2><span style="font-weight: 400;">IRCC Introduces 3 Impactful New Measures </span></h2>
<p><span style="font-weight: 400;">The three major changes planned are designed to bolster Canada’s International Student Program and help protect international students from becoming victims of fraud. </span></p>
<p><span style="font-weight: 400;">The measures are: </span></p>
<ul>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">The launch of </span><b>a new verification process for letters of acceptance</b><span style="font-weight: 400;"> (LOAs). Beginning December 1, 2023, all post-secondary designated learning institutions (DLIs) will be required to confirm the legitimacy of LOAs directly with IRCC.</span><span style="font-weight: 400;"><br />
</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">The introduction of an </span><b>official “recognized institution framework,”</b><span style="font-weight: 400;"> designed to incentivize DLIs to provide better international student support and outcomes. This new system, to be implemented by Fall 2024, will likely result in faster study permit processing for institutions that meet the criteria. </span>&nbsp;</li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">A </span><b>planned assessment of the Post-Graduation Work Permit (PGWP) Program</b><span style="font-weight: 400;">, followed by potential program reforms to better address Canada’s labour shortage and regional immigration goals. </span></li>
</ul>
<blockquote><p><span style="font-weight: 400;">As part of the same announcement, Minister Miller also dismissed the recent suggestions of an international student cap, observing that the lived experience of students is too complex for such a simple formula. As part of an answer to a later question, Minister Miller noted that he doesn’t see a scenario in which Canada reduces its international student numbers. </span></p></blockquote>

<h2><span style="font-weight: 400;">Canada’s New LOA Verification Process </span></h2>
<p><span style="font-weight: 400;">Following a high-profile case from earlier this year in which hundreds of international student victims were found to have been given falsified letters of acceptance, IRCC is implementing a new reporting process for all designated learning institutions. </span></p>
<p><span style="font-weight: 400;">The enhanced system, which comes into effect on December 1, 2023, will require institutions to authenticate their LOAs directly with IRCC before a corresponding study permit is processed and issued. More specific details have yet to be announced. </span></p>
<h3><span style="font-weight: 400;">Seamless Automation with ApplyProof </span></h3>
<p><span style="font-weight: 400;">This effort to safeguard students from fraud is a very positive development, and a necessary one. <h2><span style="font-weight: 400;">Study Permit Fast-Tracking for Trusted Institutions</span></h2>
<p><span style="font-weight: 400;">Minister Miller also officially announced the implementation of a new Recognized Institution Framework, which will reportedly be put into place before the Fall 2024 semester begins. </span></p>
<p><span style="font-weight: 400;">Under this new framework, IRCC intends to reward or punish DLIs based on how well they’re supporting international students. Institutions that provide positive outcomes for international students will benefit from faster study permit processing, whereas those that do not will be identified and held accountable. </span></p>
<p><span style="font-weight: 400;">To qualify for benefits like study permit prioritization, colleges and universities will be required to demonstrate their ability to: </span></p>
<ul>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Provide sufficient housing for international students</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Sustainably grow their international student enrollment </span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Offer adequate student support services</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Foster equity and diversity </span></li>
</ul>
<p><span style="font-weight: 400;">As part of his announcement, Minister Miller also emphasized the role of provincial governments in ensuring that each DLI adheres to current best practices, and communicated the importance of keeping students themselves at the heart of every decision-making process. </span></p>

<p><span style="font-weight: 400;">Finally, as part of this new package of reforms, IRCC also signalled their intention to review and update the popular </span><a href="https://www.canada.ca/en/immigration-refugees-citizenship/corporate/publications-manuals/operational-bulletins-manuals/temporary-residents/study-permits/post-graduation-work-permit-program.html" target="_blank" rel="noopener"><span style="font-weight: 400;">Post-Graduation Work Permit (PGWP) Program</span></a><span style="font-weight: 400;">. This program enables eligible international student graduates to stay and work in Canada for up to three years after completing their studies, and is considered an important potential pathway to permanent residency and citizenship. </span></p>
<p><span style="font-weight: 400;">Minister Miller clarified that in order for Canada to grow responsibly, programs such as this must incentivize participants to pursue work in high-demand fields like the trades. Canada’s current labour shortage cannot be filled domestically, making international students and immigrants vital for Canada’s future. </span></p>
<p><span style="font-weight: 400;">The exact changes to be made to the PGWP program are still unclear, but are likely to focus on specific high-demand fields. IRCC’s intention is to adapt the program to </span><a href="https://www.canada.ca/en/immigration-refugees-citizenship/news/2023/10/changes-to-international-student-program-aim-to-protect-students.html" target="_blank" rel="noopener"><span style="font-weight: 400;">“better select and retain those students that are best suited to meet the needs of Canada’s economy and immigration goals.”</span></a><span style="font-weight: 400;"> </span></p>
